yes, the delay perhaps of a few 2016 months trailing into 2017 for private party sales to begin to adapt to the new state laws, is the question. I would bet there are other factors as well, just wondering whether somewhere there may already be a study/report/analysis of such increase.
Oregon SB 941 was 8/2015.

Yeah.... I don't know anything about the Oregon law. The Washington Law however was implemented in December of 2014 so it will have had no impact on the variance between 2016 and 2017 numbers
