Kind of. I live in fire country and are building a fire shelter. Many of the designs / components are along same lines as a fallout shelter.

Only fallout I think I might face would be if Portland got hot in which case I'm probably caught in the blast and dead anyway. Besides, building a shelter would cut into my gun budget.
