I'm looking at a scope that uses AR-15 carry handle style mounts. Are these the same as Acog mounts? Or are these 2 separate things?
Two separate things.
The carry handle mount is old school from a time when there were no flat top receivers.

I would re-think that type of scope mount.
There are much better solutions these days.
 
They aren't very stable either, as they use one twist knob to hold the rail to the handle. Back in the day I used Acraglas to "glue" mine to the fixed handle of my A2 Bushmaster. Worked well and came off when I wanted it to with a little heat and a tap.

I still an Armalite rifle with a carry handle. I bought an inexpensive scope from Barska with a laser and bought the carry handle adapter. The adapter held for a while but it came loose even with the thumbscrew really tight.
