Great thanks, they did wrap the carpet and padding right up in the duct so I will cut the back.
I'm going to enclose it but just caulk the seams so if need be I can cut the caulk and get to it.

I'm not sure about gas vents, but I went through and replaced all the tape on my furnace ducts with mastic and fiberglass mesh tape (the kind used for drywall). I'm not sure if you can use that for gas vents, but it's my understanding that mastic basically lasts forever and seals better than the tape that dried out from the heat and was leaking.
