Washington Alert - HB 1240 & HB 1143 on House Floor

Can a Washington State citizen with the "Semi-auto Certificate" still go in to a store and buy a pistol with 10 round magazines and take possession in 10 business days as of the signing of these bills, or was something else sneaky added?

I heard they removed the permit to purchase but slipped in a training certificate requirement(?) I'm not 100% on it's final form going back to the house for ratification, but might be worth looking into.

There are also law makers in our legislature who have criminal records if memory serves me right, making unconstitutional laws, e.g. 1240 etc. Sets a dangerous precedence on so many levels.
