1955 UMC 'Cugir' .22 Romanian trainer.....help needed

I recently bought a Romanian trainer from a reputable Gunbroker seller I have used multiple times in the past. When it arrived, the safety was stuck on 'fire'. The ad text stated that everything on the rifle was functional, but it isn't. Seller offered to reimburse me for a gunsmith visit, but the ones I have contacted are either not interested in the project or the wait time is months.
Does anyone know how to fix this issue and/or take the bolt out in its current state? I may just return it within the 30 day window if I can't make it work.

I had one of the same model years ago and could never get it to pattern worth a darn. cycled rounds fine but never even got paper plate accuracy at 25 yards.
