Another potential cap substitution idea.

Pull a .22 bullet. Pinch the brass with some diagonal side cutting pliers, then cut the case with tin snips.

Gently Squeeze the case open with pliers and voo a la - A percussion cap!

This just came to me while I was drinking coffee so I had to try it. I'll try firing it later.

Being we live close to Cabela's in Lacey WA, I used to mail order them from there and have them delivered to the store.
Sometimes they would come in a week or two, last time 4 months.
But you name is on the list they give out first.
Have not done this in a few years, so I do not know if they still offer this.
 
Update - the .22 brass case FIRED but was so weak I do NOT believe it would ignite the powder however I tried the SPP in a piece of vinyl tube and it worked PERFECTLY - and would no doubt ignite powder.

Here is what it looked like after firing. The tube can be used again and it would be pretty easy to cut up a bunch of 1/4" pieces, 'pre load' them with SPPs and you will have 'makeshift'' percussion caps.
