Why 80%?

Why not 99%? Is there a law that states before 80% that is is not close enough to the original intent, or is it just an arbitrary number that has become an industry standard?

According to the ATF:
What is an "80%" or "unfinished" receiver? | Bureau of Alcohol, Tobacco, Firearms and Explosives

"80% receiver," "80% finished," "80% complete," "unfinished receiver" are all terms referring to an item that some may believe has not yet reached a stage of manufacture that meets the definition of firearm frame or receiver found in the Gun Control Act of 1968 (GCA). These are not statutory terms or terms ATF employs or endorses.

Thanks. Interestingly the ATF has not explicitly stated that 80% is a safe number. Only that "some may believe" it is ok.

Got to love the diplomatic wording from our beloved ATF.
