Strictly speaking, federal executive orders apply only to the operation of federal agencies. This program appears to be an Oregon law that requires that free menstrual products and safe spaces for self care (whatever that means) be available in all school districts for "menstruating students."

I applied for this position but they wanted me in office in Salem once a week. I told them that I was living in Southern Oregon now but they wouldn't budge. Out of exasperation I said, "Hey, the women down here can menstrate just as well as those in Salem, probaly even better and more often".

Turns out that during the interview you aren't supposed to ask them if you are supposed to verify the student is on the rag before passing out the Koteks. Also they got kinda testy when I asked if the Koteks were free or if there were strings attached.
