Spring forward/ Fall back, time change

Twenty states have passed legislation stay on DST permanently. The problem is (like a lot of things)Congress. They have to approve going to DST permanently but from what I understand any state can stay on Standard time any time they want.
My Dad worked construction and he said the clock didn't mean anything because he worked from sun up to sun down.
