Looks like old air pressure gauge; spring loaded reads 10-80 oz by pulling device against spring pressure while stabilizing the short little arm against the trigger. Hard to take good photos of it, here's a start:
I bought it used years ago & have found it helpful for a lot of my little projects.
Certainly has stimulated a lot of discussion over the years.
