The "issues" brought up concern NFA laws, which were enacted in 1934. If a pistol was bought before the Brady bill you still can't put a stock or fore grip on it without the appropriate stamp. Having them on hand and easily "attachable" constitutes "constructive intent" which in the eyes of the ATF is the same as actually building the the illegal NFA item.
