Did you buy one? If so, you should be able to measure twist with a cleaning rod and seeing how many inches it travels before rotating 360°
 
IIRC correctly, Howa made the Model 1500 bolt action rifles that Smith & Wesson sold about 30 years ago, maybe you could find out that way.
 
I just looked around for you on the internet. If you have a newer one, the rate of twist could be 1-9 or the very latest show 1-8. I saw a picture of one that had the ROT marked on the rear of the barrel next to the caliber,.

The old ones, like made for S&W in the 1980's were 1-12.
 
In some cases, mixed answers are all correct. If you have the rifle, the only way to know for sure is to measure it.
