Trijico night sights very dim

I recently bought a 1911 that came with Trijicon night sites. Thing is, they don't seem to glow. Only if it's super pitch dark can I see them. In daylight they are not as white as I would prefer either.

I know Trijicon's inserts have a 12 year half life, but these are stamped "15" so they should be good to go. This is my first set but am I expecting too much? Should they be brighter?
