It sure took long enough, since so many of his would-be victims saw him shooting at them from the oncoming lanes.
The bad news is that he has a CPL issued by the state of Kentucky, so You-Know-Who is going to be making hay over this one.

His mother knows he's mentally ill, but he refuses treatment, and apparently no red flags went up when he applied for his permit. There ought to be some way to purge the applicants whom everybody agrees are nuts - not that it would've made any difference in this case.
