Not laser, but Flayed Customs (if still in business) is in Beaverton. His work is some of the best I've seen out of this region.

Not very close to Portland, but in Junction City (north of Eugene), I'm pretty sure one of the guys at Armac Tactical does laser stipling. Cant hurt to call and find out.
