This worked because as a Washington resident you purchased the gun through a Washington FFL. For you to purchase @hkmp5 's pistol it must pass through a Washington State based FFL before passing to you. That requires @hkmp5 meeting you at a Washington FFL or for him to ship the firearm to a Washington FFL.

It's a crazy twist to Federal law, and it stinks!
