I used the Tubbs Final Finish system on a brand new Rem 700 and the results were excellent. It totally removed the very visible chatter marks in the bore and left it mirror smooth and shiny.
 
I have never used a 'shoot through' bore lapping system however in a couple old gun restorations I have used water based valve grinding compound with a 'bore mop' to accomplish the lapping.

I did NOT get the bores back to 'perfect' as they were pitted but I got them pretty acceptable and they shoot very accurately.

I was once told by an 'old time' gunsmith to shoot some hard lead bullets in a pitted barrel and let it 'lead up' a bit and it might start shooting more accurately - but to keep the velocities down on reloads.

I've never done it either, but it's kinda like valve lapping. Just helps knock down the tiny burrs and gets a better seal.

It's all the rage for the competition guys with mega buck barrels. Us norms likely don't see much benefit.

It doesn't 'wear down' the rifling as much as you might expect.

It's more of a way to preserve the the rifling that exists - as well as to 'clean up' any old powder fouling, rust etc. that might exist.

It's not perfect but it helps.

I was thinking for a new barrel I have. You can see a little burr here and there with the bore scope. The lands are not mirror finish either.
 
I have never used the bullet lapping system but I have been using JB Bore paste for many years. It is recommended
by New match barrel manufactures like Krieger and White Oak. It is used for break in and cleaning every
1K rounds for removing the dreaded carbon ring. I have smoothed up barrels that reduced the group size in half.

I remember a couple threads on Rimfire Central about this. IIRC the conclusion was that it's worth trying on an underperforming barrel, *probably* isn't going make a good barrel much better and if it's a brand new barrel send it back
 
I bought a cmmg .22lr barrel that doesn't shoot worth a @#$% bit it runs good. I tried everything short of bore lapping. Maybe that will fix it, if not, it will still shoot 3" a
