If I was going to ship loaded or unloaded rounds inside of Washington state or from Washington to say Oregon or Idaho, what legal ramifications to I need to be aware of? I have never shipped ammo through the mail or UPS/FED EX or whatever. So how do I do it and remain legal?
 
Can't send loaded ammo through USPS, period. Brass or bullets are fine.
Loaded ammo through UPS or FedEx must be taken to a hub, not a retail store. Tell the person it is ammo and they put the current ORM-D sticker on it. No extra charge or hassle.
 
No powder or primers unless loaded as complete ammo.
 
Empty, un primed cases and bullets can go USPS. If they contain anything Haz-Met like loaded ammo or primed cases then it has to ship UPS/Fed-ex Ground only from a shipping hub not a UPS store.
 
Shipping ammo loaded, cases or primed cases is no big deal, just no powder or primers. UPS and FEDEX will both pick up at your home, just use the app to schedule pick up, print off a label and a hazmat logo, slap em on the box, hand to driver and your done.

Are there weight or container restrictions? I'll be needing to ship some across the country yet this year and have been wondering about the same issue.

I think UPS has an over weight fee over 60 lbs. Also you'll want to use good heavy weight boxes or other durable container. Pack so ammo doesn't roll around or rattle.

Loaded ammo is not considered an explosive. Whereas powder and primers are considered explosives per AFT.
 
They're licensed to ship the explosives; basically, they paid a fee.
Makes sense but I also expected to pay a(nother) hazmat fee to ship.
It is what it is, was just curious in case i wanted to trade or sell primers or powder.
