As far as I know, it is legal for a Washington resident to purchase this rifle in Oregon.

I had to do some research on this myself. Here's my understanding as of now. I have a friend who is an FFL who is not located in the Portland vicinity but is located in the State of Oregon. He told me he dose it all the time. The FFLs I've contacted here won't do it. That's why the ad reads like that. Thanks for your input.
