The same reason why they tell everyone. It is NOT a complete rifle and needs to be in the parts section.

If it makes you feel any better, I would have put it in the rifle section as well. It is a registered rifle and can only be originally bought through an FFL.

But eh, what do I know? If you ask my wife, not much.
