PSA might be your best bet. A budget of $500 isn't going to give you many options. I think even a basic PSA is closer to $1k

Big5 might be a place to watch. They sell a HOWA 1500 w/scope for a bit more, but who knows. I've had 1 for quite a few yrs now and it has never failed to perform. The scope is illuminated and the stock is over moulded.

I second Savage. Amazingly accurage, priced well. Had one in 308 as well as a few other calibers and each were sub MOA with factory ammo all day long.

Savage Axis. I believe now it's the Axis II. I'll be honest man, the stock is ugly as sin but they're pretty light, they have an absolutely fantastic trigger and are more accurate than a lot of guns 4x as much. Not sure of the barrel lengths they offer but at the pricepoint you can have it chopped by a smith and/or threaded and still have enough in your budget to buy a used Leupold VX3 for it.
