If the barrel is thick enough, the barrel can be drilled out to the larger size and re-rifled.

Not really cost effective, much cheaper to re-barrel to .338 and sell the .308 barrel.

Never said it was cost effective, just pointed out an option so the OP could keep his original barrel.

The advantages of the 338 Federal are the heavier bullets, and less recoil, in addition to the short action. It is certainly NOT a replacement for a 338 Win Mag or the 340 Roy.

It is sort of like a 30-06 in the 338 class, when compared to the 338 Win Mag.

I've never used anything heavier than the -06 for elk, I think the 338 Federal is a step up without being punishing - particularly in a short, light rifle. I like the ,338 210 Nosler over the 180's that I use in my -06.

Bob. Several years ago I had a 308 Savage 99 bored and re-rifled to 338 Federal. The work was done by Jesse Ocumpaugh in Cottage Grove, OR.
