Best I can find is the Mod 3 is collaboration between PWS and Rebel Arms; upper (and lower which is not this one) and rail are PWS/Bootleg. The Mod 2.1 only came to market with collaboration between these two companies as well. PWS is solid. That's as much as I can quickly find today.

I have a Rebel upper 14.5" 4150 CMV barrel and it shoots great. In case anyone is curious, the barrel is guaranteed MOA with match grade ammo. GLWS
