Primary Arms and SWFA make good budget stuff. I've had good luck with Vortex. Leupold can be hit or miss in my experience.

I've heard good things about Athlon, but no experience with them.

A lot of guys go way overboard with magnification which is detrimental in real world conditions. Maybe something like a 4-12 would be good. FFP isn't necessary unless you plan on using the reticle to range, so SFP can save some money.

There are tons of options, but maybe that will give you a decent starting point.
 
There is a nice leupold vx3 3x9-50 in the classifieds for a decent price that would work extremely well with that 22-250 for varmints.
