No it is not, but only weighs maybe 8+ lbs unloaded & not optic

It's only a 13.5 inch barrel with a stock. That has to be an SBR or it's illegal. Your barrel length has to measure 16inches to be legal unless you have the stamp for a SBR just so you know. Unless it's supposed to be in a pistol configuration.
