Shot a bunch of the Norma 308 tactical 147 grain, deprimed and got it clean for loading. Primer flash hole is smaller then LC, still use a large rifle primer? I've searched can't find a concrete answer. Primer pockets are not crimped.
Yes, use the LR primer. The size of the flash hole size is immaterial to primer size.
Norma brass is top notch brass, not on par with Lapua but close.
If it really bothers you, get a flash hole uniformer. That will open up the flash hole size and remove any flashing on the interior of the case. I doubt you will find much if any flashing on your Norma cases, but they do punch the hole rather than drill it, so you may have a tiny amount.
"LC" as in Lake City Arsenal? All G.I. brass is thicker, often softer and made to typical government tolerances, i.e. looser than commercial, as the military does not bear the civil liability that frightens commercial manufacturers.
