Unless a seller offers in their post to cover the fees it's normally on the buyer to pay the transfer and background check fee so I would suggest you call a couple FFLs between you and the seller and find out what they charge, pick one, and let the seller know where you would like to meet up.

I don't see why not, unless it's been added to some very recent WA State's anti-gun law?
It's just a 22LR rimfire pistol with 10rd mag capacity.

Has a threaded barrel…so some FFL's may not. In WA

Gator Guns in Kelso is a great shop. They might be able to give you some direction. Not near Bellingham though.

Just realized that the threaded barrel feature may cause some FFL Dealers to pause or pass, so I'll check with my local shops early this week and let you know.
