I can't seem to get it to work. Anything on sale (a lot of it) you can't apply the code, or remove the sale code to apply the larger 40 discount code.
On regular priced stuff it says"

Is there a starting date on that promotion that hasn't come yet? Maybe?

The discount dropped my order from $163 to $95.

He's right. It won't apply in the shopping cart, but it does on the checkout page. Sale items... the 25% sale price is replaced with 40% off regular price.
