The easiest way to check the heating element is to turn off the power, remove one of the electrical power leads to the heating element and then check for continuity resistance by placing the OHM tester lead on one element screw and the other tester lead on the other screw.
If you don't see any resistance, then the element is burnt out.
 
And a clamp on ampmeter can by used to test the thermostats. :) This would be a live wire electrical test so one must be careful. Run hot water until both elements come on.
