As I understand it (and consistent with my gun buying experience), if the firearm is new to Washington, whether from a business or a private party seller, the FFL doing the transfer must collect the use tax. If the firearm has already been subject to a use tax (i.e., paid when the firearm first came into Washington (and assuming it's being sold by a Washington resident) there is no additional use tax due on a sale within Washington.

And 123 Pawn in WW charges $15 for the transfer.

I also have used Steve at Adaptive Firing Solutions in Oregon City. He does only charge $20 total for the first 5 and then there's an extra charge after that. I just did a transaction there around a week ago. I think he may have originally done as many as you had for the $20 but realized that his time was worth a bit more. But he does do it to help out more than making the buck. He's very friendly and he also can get you good prices on new guns. I think I paid $700 new for the KSG shotgun when I bought one from him which was a great price at the time. Anyway, I highly recommend him to everyone I know who is searching for a great deal.

+1 on Steve - if you're in the Oregon City area, I can't think of a better FFL to use.

That's not correct; but I was also a bit wrong.

No use tax is collected on a transfer between unlicensed persons, whether intrastate or interstate.

A use tax is collected on interstate transfers by a licensed dealer to a Washington resident.

For tax purposes, I-594:
• Effective December 4, 2014, I-594 removes the requirement for firearms dealers to collect sales or use tax from the transferee on firearms transfers between unlicensed persons whether such transfers are in-state or interstate transfers.
• Keeps the requirement for firearms dealers to collect sales or use tax from the transferee on interstate firearms transfers by a licensed dealer.

Is that new? I've done several private sales in Vancouver over the last couple of years where myself and the other party exchanged cash between ourselves - no tax involved. The only cash to the dealer was the transfer fee, also no tax involved.
If it is a private transfer and both parties are WA residents then under 594 there are no taxes. But coming across state lines I was instructed by the Dept of Revenue to collect a use tax.

Thanks for the info, I will look into this and if that is indeed the case then great! I can stop charging taxes on thing I don't think I should be charging taxes on anyway! Funny how the govt always likes to take my tax checks regardless of where the money came from.

WWShooter beat me to the punch on the link. I just cut and pasted the part that clears up the private transfers. It is the only good thing to come from I594 if you ask me...
