Other State Gun confiscation in NY?

Can't find an article, but it's a short video:

Seems NY is closing a loophole to AR-15 attainment in their state...and doing so in such a way as to force a confiscation.

Anyone have any more info on this?

I saw this come up on the Long Island forum. NY has always been dicks about guns. I grew up on LI in the county where this is taking place.
