If the Democrats/Marxists succeed, they would be in breach of contract unless the change was delayed until the next contract. If successful, the end result would be a drastic loss of capacity during times of war, as civilian vs. military production can be as high as 2 to 1. Mothballed machinery doesn't usually fare so well, and the skilled workforce would have moved on.
