No. You have to be 18 in Oregon for a sale between private parties unless the seller has a FFL. It doesn't matter if the item is a handgun, rifle, or shotgun.

As a seller he can have any terms of sale he wants. He could require you to have a CHL, be member of an organization, etc.

I realize he can require what ever he wants in a buyer, i was just curious, and as far as handguns go i never said you had to be 21 for a private party i just didn't feel i needed to mention it with this post.
