The progressives are of course the ones that will abuse this process. I recall a few years ago there was an issue in Oregon where a Central American student (studying Criminal Justice) was going to be hired as an OSP Trooper over qualified citizens. The states reasoning was they needed Troopers with bi-lingual skills, so for the sake of diversity, that was going to be the new hiring norm. I have no idea how that all panned out. The PNW does have a wide variety of different ethnic communities, and that makes policing a difficult situation.
