I used to crack up every time I drove past that. Never ate there.

When the wife and I first moved here, (man Portland was pretty cool to this Utah born and raised 27 YO), that restaurant sign always gave us a good laugh. My BIL at the time insisted we eat there every time they came to visit. He called it "Hangs Way Down" instead though.
