So, training with blanks is one thing. But Force training with blanks? Seems wrong on every level.
Especially given they were training with civilians.
Simunition, still requires the use of protective gear.
Given this description, the entire chain of command & training staff, needed to be replaced.

"Mary Knowlton was one of two Citizen Police Academy students chosen to participate in a 'shoot/don't shoot' role-playing situation, Punta Gorda police said. The demonstration was supposed to instruct the class about making decisions 'using simulated lethal force,' according to Chief Thomas Lewis."

For the TL;dr folks, The shooter, a cop, didn't goto jail, and did get a payout from the city for PTSD he got from shooting her.

The August, 2016 killing stunned the nation – especially firearm instructors – none of whom believed that a modern law enforcement agency would be so reckless as to use a real weapon in a training scenario to shoot what they thought were blanks at someone.

"Why did they use a real gun?" the trainers collectively asked. Coel's actions, which the department officially sanctioned, violated all of the basic rules of firearm safety.


I guess they are living in the stone age in Punta Gorda (isn't that a bad word in Spanish) because one can, in fact, use "real weapons" in force on force training, just not real ammo. Stuff like UTMs require one change out the BCG on a carbine and top end on a pistol so even if a live round is introduce by mistake it will not fire due to the offset firing pin.
