Fitting AK/Saiga/Vepr gas tubes?

Running into a little trouble with getting a gas tube to fit on my Vepr 7.62x39.

First I had to dremmel the front of the new gas tube (brand new russian unissued from Carolina Shooters Supply) which is pretty normal from what I could find on line. Now I can't get the gas tube locking lever to rotate completely to lock the gas tube down. I know Veprs are tight but this is ridiculous....

Should the rear of the gas tube require fitting also? I polished the locking surface very slightly and it still won't rotate enough. This is my first conversion so anyone who has done this in the past with input, it would be much appriciated.
