The problem with this is NO ONE who made the choice to do this will feel any pain. What "should happen" is whoever approved this should be fired, their pension taken, their wages garnished for the next couple decades at any job they take and such. Of course NOTHING will happen except that tax payers will be on the hook and those who pulled this stunt will laugh.
