I figure, if you're flying over my house you're fair game.

For travel, the can hover over roads to get to where they need to go, but once you're over my backyard, its game over.

Transmitting over a certain power level, and/or in certain wavelengths, without a license, is illegal. But with or without a license, intentionally causing interference with radio signals is illegal period.
