NO on HB 3093A
HB 3093A would permit concealed handgun license (CHL) reciprocity. This means that people licensed to carry concealed guns in one state (like Oregon) can carry in another state (like Colorado) as long as both states recognize each others' CHLs.
HB 3093A will allow poorly trained, non-resident CHL holders to carry loaded, hidden guns in Oregon public schools and on our streets. That is just crazy!

Why Ceasefire Oregon opposes HB 3093A
Oregon Concealed Handgun License training requirements are very lax:
- In Oregon, a person is not even required to touch a gun, let alone show competency in shooting, to obtain a CHL. Even <broken link removed> has higher CHL requirements than Oregon.
- Some states (Delawareand, yes, even <broken link removed> ) require training on how to deal with violent confrontations. Oregon does not.
- According to theViolence Policy Center,743 people have been shot to death by someone legally permitted to carry a concealed gun--and that's just since 2007.
- In addition,29 mass shootingshave been committed by CHL holders and17 law enforcement officers have been killedby CHL holders.
- Florida, which would likely be eligible for reciprocity, issued1,400 concealed carry permits to felonsin 2007 alone! (1) Between 2007 and 2011, North Carolina (another state which could be eligible) issued2,400 concealed carry permits to people convicted of misdemeanor crimes or felonies.
- The Oregon Department of Justice would be required to examine the concealed carry laws of every single state, every single year.Who pays for that? Oregon taxpayers!
- A database would required to maintain all the concealed carry holders in the United States. When someone is pulled over by a police officer, will the police officer be able to recognize a legitimate paper license from another state? Perhaps not. The officer will rely on a database of all CHL holders.Who will pay to implement and maintain that database? Oregon taxpayers!
- The database would need to be constantly updated to reflect new CHL holders or those who have had their CHLs revoked.Who will pay for that constant maintenance? Oregon taxpayers!
