Animal Control might be able to provide you with resources and proven methods to control your animals' barking. However, they are unlikely to be interested in hearing about your neighbor.

Unrelated to the response to animal control, if you manage to resolve the tensions between you and your neighbor, the dogs are likely to stop barking at him.

There was a time when I lived on a city lot and had dogs. A new neighbor moved in and they did things to provoke my dog to bark. Then they tried electronic devices to get my dog to stop barking instead of talking to me about it.

These were not dog people and they had no clue they were what started the dog barking. It all started when the grandkid would climb the fence and walk the top of the fence ten feet across my yard to jump over into a kiddy corner area the apartments owned where he lived. He would take this short cut to get into his grandpas yard. My dog tried to take the kid off the fence and that is when the whole family started harassing my dog.

I cured the kid from walking the fence by smearing dog poo on the top. I cured the neighbors from harassing my dog by fencing my yard in half and keeping the dog on the other side when I was not home. Problem solved.

I just began to think about this. I have now about 5 witnesses that will contradict the complaint. I will try to get the original complaint via public records request. Or, have my PI get it for me.

You could be my neighbor. Is it that hard to bring your dogs inside or have less or teach them to shush? I mean seriously there's someone whos dogs wont stop, just across my street now, and it's all day. What does the city do? Install no parking signs for safety... without notifying anyone. I hate this city.

Given the typical lot size of a house in Portland 6 dogs seems about 5 too many.
Dealing with the excrement year round, and flies in the summer must be horrendous..
