23 years, anyone questioning if these 6 dogs are some kind of immortal or long-lived breeds living past their typical ages? Or is it like a series of different dogs over the years?
Well, I read it on the internet so it must be true

Agreed... only joking! That'd be a horrible thing to do to an animal.

We've trained our two dogs to stop barking and come to us with one of them battery powered electronic "ultrasonic" dog "whistles".

When they're out in the back 40, I just open the door, push the button a few times (in a "pulse" manner) and they come a runnin' to me. Don't even have to yell out for them.
 
So the fact that he has physically aggressed against me, my dogs as well as his daughter physically aggressing against my dogs carries no weight? Nor that his wife informed that he he is hypersensitive to noise and barking carries no weight? Nor that they have reinforced the barking behavior across 20 plus years? 6 of my animal;s over the past 25 years do not like him or his family. Nor that he admitted to a barking condition that causes his decompensation: anxiety, ADD, fatigue, insomnia inability to work. He has been cruel to his dog because of normal barking. There is no medical etiology that causes him to be triggered specific to barking. However, there are hearing pathological conditions specific to barking and loud noises. Their behavior has been the stimulus for the barking. My dogs ignore the behavior of my neighbors on the north and west and do not bark at them.
Dude, I'd aggressively take a stance after what you described you have put them through and I'm a weak arse chemo patient! Man up and deal with your dogs please.
 
Mine is still a puppy, granted over a year old but still a puppy, and bubblegum will bark at some people more then others when I have her in our yard but 90% of the time it is because she just wants whomever she is barking at (cats, dogs, kids and adults) to play with her regardless of how much she is played with and exercised.

I've had other dogs that never barked unless we were actively playing and little nippers that ran the fence barking back and forth with neighbor dogs over the years.

I'm looking forward to my little girl aging just a little and mellowing out just a smidge but she listens to all commands with the exception of barking immediately and with barking it takes some extra effort.
My dang dogs bark like crazy when they are inside and someone knocks, weird thing is though, when they are outside they could care less. Probably because they know what discipline is for barking.

I hate being around barking dogs. Fortunately, my property is big enough that it isn't a problem. Because most people who have even a 10 x 10 yard find it necessary to fill it with a dog.

Neighbors have a right to some peace and quiet. Yet I think there is a point where some dog owners who have barkers don't even realize it's a problem. They get so used to constant barking, they no longer notice it. But when they get told, it's time to do something about it.

My daughter and her family have had a succession of dachshunds over the years. The current one is a real nuisance barker, no matter how many times he's seen me. I won't go in their house, it's too hard on my nerves, even with having a serious hearing impairment. They barely notice the barking.

Most non-rural communities have limits on the number of dogs (or animals) that may be kept in residential homes. 3 or 4 animals are pretty typical limits. So if the OP is in Portland as his ID indicates, he's probably in the wrong just given the number (6) of animals he admits to. When the enforcement officer comes around, that's going to be difficult to defend.

Maybe? Cameras would be a big help, but if you can show that he is intentionally antagonizing your dogs to create the issue he is complaining about you might be in a better position. But if he is and has been for 25 years this is some real Hatfields and McCoys shenanigans!

Yes, he has antagonized my dogs, as has his daughter and he has tresspassed on my property and with construction people, but the dogs do not bark at the construction people very long but do bark at him. They have had loud parties and the dogs bark at them. Their daughter drums a basket ball late at night and they bark at her, but when she has girlfriends over playing basket ball the dogs do not bark much or at all at the girlfriends. He talks loudly on his cell phone and I an hear him in my house. I have notified them that their loud backyard cell phone conversations can me hear inside of my house. Once, the dogs barked while in the back yard at an intruder between our homes at 5 am or so and sent them a letter which was ignored. I offered to put up a fence between the yards and to fully pay for it and they refused. But took months to agree on essentially paying for the fence 50/50 which was the original design. He has a noise impairment and never mowes the lawn but lets his wife or others do it. Stuff like that. His conditions have caused him to deteriorate for over 23 years. He is not gainfully employed having a teck company over a stress problem on the job. And there is more. Afer he came he came at me with his assuult behaviors in '23 he cam over with his wife the following aday admitting he lost it, and she offered coffee cookies--where he hide behide her while she was sorry it happened. My fing camera do not support his claim of constant barking.. I have caught hims in lies before. Ideas? How to respond to authorites., Animal control did not specify date and time of the alleged offence,. His mental state has deteriorated and physicall healt as well--which he amitted to me.
 
Buy bark collars for the dogs and put them on before letting them out. The dogs learn very quickly.

Call the cops when a neighbor enters your property in a threatening manner. If this had been done before you might have less of a problem. At least you would have record of your neighbor being part of the problem.

If he didn't hit/touch you or your dogs, no "assuult" happened. He's just mad at your noise

A cellphone conversation being overheard is not the same as a pack of barking dogs.

More info needed, did they say "call us" or "call us or we will see you in court" or "call us and arrange a time for us to pick up your dogs"? If it's the first one, I would call them and ask what's up. But don't tell them all the stuff you have told us, just let them to talk, maybe ask questions like time and date, and after that decide if you need a lawyer, bark collars or a realtor
 
Forgot to mention that my dogs frequently respond to fence fighting with my neighbors two mini dogs on the north side of the fence. Hardly ever bark on the east fence with the problem neighbor unless stimulated by his non barking dog or him causing a disturbance. 75 % of the time the barking is fence fence fighting with the two dogs on the north but these are nice neighbors and we get along well. Both myself and my north neighbors stop the fence fence fighting pretty quickly. Putting no bark collars on my dogs is not going to stop the north dogs from barking.

There is no time and date for the alleged barking.
 
Putting no bark collars on my dogs is not going to stop the north dogs from barking.
Those dogs are not your problem. Your dogs are and the complaint is about your dogs.

I, too, would be pissed off at someone that moved into my neighborhood and did what I felt was intruding, but the law doesn't give a crap about length of residency.
