The primarily point is that the nuance neighbor admitted to his hyper sensory hearing while he has admitted to his mental illness and the wife mediates his complaints.
I'd say the primary point is that the dogs are creating a nuisance with their barking and this is affecting an immediate neighbor who is suffering because of it. You're acknowledging an awareness of recognized conditions that exasperate the effect.

In the world of the lawyer; you take your victim as you find them. As in ... If you rear end a car with a Picasso in the back, guess what?!?

Free advice: Bark collars are effective. So is training the dogs. Together your neighbor can enjoy some peace.

So your solution to your dogs barking was to add 4 more barking dogs over the years.
Stuff like this is what often leads to people setting up an HOA. Which then often becomes its own set of problems later but, people are often driven to vote one in over just this kind of thing. :s0092:
 
@tkdguy Your story is the perfect case for a role reversal. Put yourself in your neighbors shoes, what would you do if your neighbors dogs barking ruined your right to peace and quiet and every attempt you made to contact your neighbor was ignored. What would you do?
Serious legit question you need to answer.
 
Then I have my back door neighbors at the south of my yard. This thug beats his girlfriend outside of their apartment in front of everybody. Nobody likes that. Police have shown up countless times and the thug boyfriend always slips away before the cops arrive. She keeps taking him back.
This is a certain type of female who I have never quite understood. You get them away from one scum like this and they seek out another one just as bad and they protect them. Its why LEO's hate those calls. When they go to arrest the scum the woman who was being beat will often attack them. Can be really sad to watch it play out.

Nah, no sympathy here, except for your neighbors.
 
This is a certain type of female who I have never quite understood. You get them away from one scum like this and they seek out another one just as bad and they protect them. Its why LEO's hate those calls. When they go to arrest the scum the woman who was being beat will often attack them. Can be really sad to watch it play out.
I think it stems from a broken home growing up and self esteem issues. It's tragic really.
 
People can and will make plenty of excuses for bad behavior.
I wholeheartedly agree with you, but the women caught in these abuse cycles typically fit a psychological profile that stems from abuse and neglect as a child resulting in self esteem issues...the whole thing is a @%&$ show. As for the abusers, these guys are real pieces of human refuse.

Talk to a detective in the domestic violence unit and they can tell you some horror stories.
 
I know what a fighting stance is; I do criminal forensic evaluations for 40 years. I know when people are dangerous. The question is how to you respond to animal control under these circumstances?
Spend some time training your dogs. If you already have, try some other techniques to find what works for them. Try bark collars or invisible fences to keep them from getting too close to the neighbors. I'd spend way more time addressing the root cause than how to respond to animal control.

I have a dog. He's a small breed known for yapping. Vet told me on Thursday that he was one of the most well-behaved little dog she'd ever seen. I didn't do anything special. Rewards for good behavior, corrections for bad and an understanding that what I say goes. There are trainers available as well. Invest in your pups, not your defense.

Point taken. My childhood was no picnic yet here I am as a law-abiding productive part of society. Abuse doesn't help things, but the kneejerk reaction to blame it for poor decisions made as an adult always makes me think. The human condition is fascinating.

I briefly did code enforcement until moving on to my career. Where I worked it was a $500 fine if cited.

I don't know about Portland or Multnomah County, but I visited many of people who didn't control their barking dogs. For the most part a simple explanation that a $500 fine per instance usually solves the problem.

If they didn't pay, a lien could be placed on their property. If it was a rental I would call the landlord. Landlords tended to be helpful.

I would park in front of their house where the dog was barking in my code enforcement vehicle and time how long they barked so they knew I was there. I was very thorough and made a point to let the person causing the problem know all about my documentation of the problem.

I have zero sympathy for someone who can't control their barking dogs. Livability is a big deal.
 
I dispose dogs that bark constantly, make them mind. We have two dogs that are well behaved, they get lots of attention though. That is normally all they want is attention.
Mine is still a puppy, granted over a year old but still a puppy, and bubblegum will bark at some people more then others when I have her in our yard but 90% of the time it is because she just wants whomever she is barking at (cats, dogs, kids and adults) to play with her regardless of how much she is played with and exercised.

I've had other dogs that never barked unless we were actively playing and little nippers that ran the fence barking back and forth with neighbor dogs over the years.

I'm looking forward to my little girl aging just a little and mellowing out just a smidge but she listens to all commands with the exception of barking immediately and with barking it takes some extra effort.

Animal Control might be able to provide you with resources and proven methods to control your animals' barking. However, they are unlikely to be interested in hearing about your neighbor.

Unrelated to the response to animal control, if you manage to resolve the tensions between you and your neighbor, the dogs are likely to stop barking at him.

Call them, let them talk, ask questions, do not answer any questions and depending on how that goes, maybe get a lawyer
I'd say do the reverse. Get a lawyer and then call with your lawyer on the line to document it.

Where I live a dog has to bark for 10 straight minutes before it can be an issues but only between 7am-10pm I believe.

I've gotten into it with a certain neighbor and after a very tiring amount of time she got them mostly under control.


I've never called animal control or heard of them doing anything in my area but if your in Portland then we all know normal doesn't apply,

Get a lawyer if you can afford one or be ready to rehome your dogs if things go completely down hill.

Mine have always been family so that would destroy me.

My wife and I have watched this play out with these neighbors many times over the last couple of years.

Me and my side property neighbor both agreed that we aren't going to do anything to help this situation. Thug boy has gang banger friends and we don't need them showing up to harass or threaten us after seeing our names and addresses on a police report.

We are both in agreement that we will only use our firearms to defend ourselves if he ever is a threat to us. I'm not wasting a single round of ammo to help her. bubblegum her. Her landlord will ask her to move eventually if it keeps up.

She has a job. The rent's in those town houses are $1650 a month. They will find someone else to rent to. I have seen police over there six times since Thanksgiving. And my wife watched Thug Boy beat her over Christmas, from the kitchen window, while I was gone caring for my mom.
