If you remove the blocks, are you "manufacturing" 15rnd mags??A friend recently purchased a firearm from a local gun store here in southern Washington that came with two standard (15) round magazines. Before they sold it to him, he had added a couple of mag blocks to the magazines to limit them to 10 rounds.
My question is if it's legal for him(or anyone) to remove those mag blocks once they get possession of them from the LGS?
The way the law reads it says no one can "manufacture, import, distribute, sell, or offer for sale any large capacity magazines", none of which I believe took place.

A better question: Is it manufacturing if you disassembled the magazine for standard preventative maintenance and then reassembled it incorrectly?I think that's the question at hand
MANY want someone to tell them its OK, so for them why ask? Just do it. Been a long time since hunting but it was the same thing when I did with the plugs in our shotguns. We were only allowed to have them hold 3 rounds. So pumps and auto's had a plug in them. Many of us would take it out after hunting.
