A friend recently purchased a firearm from a local gun store here in southern Washington that came with two standard (15) round magazines. Before they sold it to him, he had added a couple of mag blocks to the magazines to limit them to 10 rounds.

My question is if it's legal for him(or anyone) to remove those mag blocks once they get possession of them from the LGS?

The way the law reads it says no one can "manufacture, import, distribute, sell, or offer for sale any large capacity magazines", none of which I believe took place.

I think the question at hand has been adequately answered.

You asked for opinions (not legal advice) on the issue, and short of a few suggestions of you being LEO and a couple others suggesting non-compliance (likely based upon constitutional grounds), the predominant opinion rendered thus far is that it would be an inadvisable thing to do.

Again, your friend can do what he wants, but he must also be willing to be the poster child for a lawsuit if he gets busted over this. Personally, I have way too much to risk over this issue, and because I saw this böölscheet POS law coming a coupla years ago, I avoided any risk and "magged up" with about 2 gross of mags for my various platforms' needs for the rest of my lifetime, and even my kids' lifetimes...

But that's not really gonna matter anyway, cuz I'm moving to Free State Idaho within the next 2 years, so I'll be able to replenish my stash practically indefinitely. At least, that is, until the godless Antis get a hold of the Idaho Legislature... :rolleyes:

A better question: Is it manufacturing if you disassembled the magazine for standard preventative maintenance and then reassembled it incorrectly?
MANY want someone to tell them its OK, so for them why ask? Just do it. Been a long time since hunting but it was the same thing when I did with the plugs in our shotguns. We were only allowed to have them hold 3 rounds. So pumps and auto's had a plug in them. Many of us would take it out after hunting. Some would leave it out but they knew full well they were breaking the law.
