Shouldn't be. That would negate the purpose of the FFL. In states like CA they do limit what you can do with a C&R but not in a free [for now at least] state like OR.

I had a C&R for years and ran into several FFL dealers that were not familiar with the C&R's so their reflex objection included a no. Rather than argue or pass up on a rifle I wanted I would just bite the bullet and do a BGC to appease the seller.
