Local buyers must be an Idaho resident...

I'm not the OP, but it sounds like that requirement only applies to local buyers who would want to meet the seller in person. Private sales without an FFL are still legal Idaho, so I would assume that requirement is there because the seller doesn't want to accidentally commit a felony by selling to a non-Idaho resident that drives across state lines.
