Looks like lowers sold with the tooling/jig would need to go through an FFL. The tooling/jig can be sold on its own. This seems national/ATF.

Looks like the Oregon ghost gun law has not gone into affect yet, however do your own due diligence on that. That law would require incomplete lowers serialized & FFL transferred in Oregon.
