If not made of metal, then it was most likely a pyrotechnics dud that fell into the river. A relatively small one at that, not even worth the time it took to write the news article.

Now, if it was made of metal, then that "3-inch-long black pipe a half-inch in diameter" isn't very likely to have floated in "with the Columbia River tide".
